EU imports of softwood plywood from Brazil will be subject to
provisional tariffs of 5.4 percent to tackle unfair dumping of
the products, the European Commission said on Tuesday. The
measures will start applying on 5 November 2025.
The European Commission has imposed provisional anti-dumping
duties on imports of softwood plywood originating in Brazil. The
measure is established by Commission Implementing Regulation (EU)
2025/2219, adopted on 3 November 2025.
The Commission’s investigation confirmed that dumped imports of
Brazilian softwood plywood increased by about 30% between 2021
and the investigation period, while Union consumption decreased
by 7%. It found that the Union industry’s production fell by
24%, sales volume declined by 24%, and profitability decreased
from 15% in 2021 to 2% during the investigation period. Total
Union production amounted to 675 726 m3.
The Commission set provisional dumping margins at 5.4% for
Indústria de Compensados Sudati Ltda, Conply Indústria de
Compensados Ltda, and Indústria de Compensados Guararapes Ltda.
Exports by Nereu Rodrigues & Cia Ltda were found not to be
dumped. The same 5.4% rate applies to other cooperating and
non-cooperating exporters.
The investigation also confirmed that the average price of
dumped imports from Brazil was 302 EUR/m3, while Union producers
sold at an average price of 508 EUR/m3. The Commission
calculated a weighted average price undercutting margin of
31.8%. It stated that this price difference prevented Union
producers from covering increased production costs, which rose
by 33% during the period considered.
The provisional duties will be collected starting 5 November
2025, the day following the publication of the regulation in the
Official Journal of the European Union. The duties will remain
in force until the Commission completes its investigation and
decides whether to impose definitive anti-dumping measures.
