MALAYSIA 

Malaysia might import Siberian logs
Large diameter logs are in short supply in Malaysia. There are unconfirmed reports of plans to import logs from Siberia via mainland China and Myanmar.

Prices largely unchanged

Prices for francophone African species remained largely unchanged. However, prices of redwoods tend to ease for the French market. Buyers for that market are beginning to insist on lower offer prices for the main species, moabi, douka and sipo, covering both logs and lumber.  Gabon exporters say this is due to lower prices asked by Cameroonian shippers.  Although the price difference has not affected other countries, it has caused a slight weakening of the overall market outlook. Presently, this might amount to only euro 3‑5 m3 for a few species which are popular in France. However, exporters do not expect any fall in general price levels.

Prices for China remain unchanged amid very active trade. Demand from India continues to strengthen with prices remaining firm.

Hoppus ton = 1.8 m3; All grades, except SG-3, assorted and domestic, are length 8¡¯ x girth 5¡¯ and up. SG-3 is girth 4¡¯ and up while assorted and domestic are girth 4¡¯ and up. SG-3 grade is higher than SG-4, but smaller in girth so prices are usually lower. 

Trucking season begins in November

The quantity of teak sold in the September tender was about the same as in previous months. Prices were stable or rising due mainly to the log supply situation in both the local cutting and export sectors. The trucking season in Myanmar generally starts in November at the onset of the dry season. Log supply becomes more abundant when trucking in forest roads become easier. Heavy rains from late May to late October hamper the trucking of logs out of the forest.

Tender prices are in the interest of all buyers, old and newcomers. But the present trend is to purchase from the Myanmar Timber Enterprise (MTE) in lots between 25 and 50 hoppus tons each  from tenders and sealed tenders (and from direct sales too). Main buyers sometimes make re-selection, re-selling better logs at higher prices and
poorer logs at lower prices.

 Ramadan slowing down supply to sawmills

During the coming weeks, the tight supply of logs will be exacerbated by a reduction of harvesting activities as a result of the feasting month of Ramadan in October. This in turn is affecting production in domestic sawmills.

Expiring licences hampering sawn production

Indonesian sawnwood production is being currently affected by the Ramadan season, which is slowing production activities (see Malaysia above), and expiring export licences. EUWID has reported that expiring export licences of several sawmills and the bureaucratic delay in the issuing of new licences are further hampering the normal function of the domestic sawmill industry.

PERU 

INRENA coordinates mahogany mobilization

Following the establishment of the annual mahogany export quota (23,621 m3 for 2005), INRENA authorities divided the quota in four headings with corresponding sub‑quota levels. The quota of the first heading (total of the timber authorized and transported) had reached its limit (19,756 m3) by 23 August 2005, causing problems to forest concessionaries and exporters in terms of shipment delays and non‑compliance of contract obligations. 

INRENA has agreed with the Peruvian timber industry that all mahogany export requests from forest concessions with approved forest management plans will be attended to and divided among headings 2-4 in order to allow the shipment of the wood and avoid further economic damages. However, the remaining quota volume is only 3,574 m3 excluding amounts already exported under headings 2-4.  

Forest concession contracts rescinded

INRENA rescinded forest concession contracts signed with the timber companies ¡°Industrial Maderera Ruiz S.R.L.¡± and ¡°Maderera Ecoforestal Bajo Puquiri S.A.C. (MADECOBP)¡± after illegal activities were detected. The companies could not justify the logging and mobilization of 237 m3 (US$ 158,900) and 88 m3 (US$ 59,132), respectively, of mahogany in non-authorized areas. 

Congress approves environment law

On 13 October, the Peruvian Congress approved the ¡°General Law of the Environment¡±, which establishes the basic standards and principles for protecting and securing a healthy environment that permit the improvement of the quality of life of the Peruvian population. 

The Congress agreed to withdraw Article 147 ¡°Charge of Prove¡± which requires that a defendant must prove a non-contaminative behaviour or process.  Walter Alejos, president of the Environment Commission of the Congress, regretted the withdrawal of the ¡°Precaution Principle¡± article which enabled the national authority to take necessary measures to prevent damages to an endangered environment or where the presumption of irreversible damage to the environment existed.

The Central Bank intervenes to hold the New Sol

The Central Reserve Bank of Peru (BCR) intervened, for the first time since September 2002, to reduce the price increase of the US dollar price and the market volatility. On 12 October, the BCR sold US$22 million, lifting the currency to 3.39 Nuevos Soles per dollar, up from 3.41 Nuevos Soles per dollar days earlier.   

In spite of the currency weakening, the Minister of Economy, Fernando Zavala, indicated that this would not affect the national 2006 budget as this was a temporary phenomenon. Minister Zavala added that the national economy would not be affected, considering the improvement of the exchange rate and the surplus in the trade balance. He mentioned that an export increase to US$16 billion and a trade surplus of US$4 billion were expected by the end of 2005.
