For 2004 data from PNG shows that a total volume of 2,012,136 cubic metres of logs were exported at an average FOB price of US$59.13 per cubic metre.  

This compares to 2,010,000 cubic metres of logs exported in 2003 at an average price of US$54.11 per cubic metre FOB and 1,800,000 cubic metres of logs exported in 2002 at an average price of US$53.82 per cubic metre FOB. 

In 2004, the major market for PNG logs was China 64.4 % or 1,296,000 cubic metres of logs. This was followed by Japan which imported 16.9 % or 339,969 cubic metres of logs from PNG.  

Korea imported 7.8 % of PNG's logs (157,317 cubic metres); Vietnam 6.8 % (136,312 cubic metres) and Taiwan 2.2 % (44,567 cubic metres); India 1 % (19,673 cubic metres). Minor volumes were exported to Hong Kong (0.4%); Philippines (0.4%) and Singapore (0.1%) 

From natural forest selection logging regimes, for 2004 a total of 1,630,545 cubic metres of logs were  exported in the sawlog/veneer grade at an average price of US$60.39cubic metres FOB.   During 2004 a total of 246,000 cubic metres of plantation logs were exported from PNG comprising teak, terminalia and kamarere.

Ghana  

The Ghana Forestry Commission (FC) will, reportedly, soon be dealing drastically with all timber companies who have defaulted on the payment of their 2004 operational stumpage fees which go to the State, District Assemblies and the Traditional Authorities.  

To begin action the FC has empowered district managers of the Forest Services Division (FSD) to ensure that the errant companies stop operations immediately. In addition, reports indicate that  the names of the defaulting companies will be published and they would be prosecuted if they do not pay promptly. 

Mr. Atta Owusu, the Ashanti Regional Manager of the FSD, who disclosed this in an interview in Kumasi, said the collection of fees from royalties and management charges was very important because the traditional authorities, for instance, relied heavily on this income to initiate various development programmes.  

Mr. Owusu estimated that in the Ashanti Region alone, a number of companies owed the FC about GHC4.8 Billion (US$530,000) but, however, he declined to mention the companies by name.  

Last year, the Ashanti FSD collected GHC 10.2 Billion (US$1.133 million) representing about 70% of the revenue target for the year. The source of revenue included stumpage fee, concession rent, exploration permits and disposal of seized logs and lumber.

A recent IFIA press release (www.ifiasite.com ) indicates that SIBAF, a large company which has been operating in Cameroon for the past 50 years and which was taken over by the Bollor¨¦ Group a few years ago, has gone into liquidation.  

This liquidation, has resulted in the loss of some 450 jobs and is the result of a decision of the management of Bollor¨¦ group to pull out of the timber sector.  

After a recent slowing of investment numerous timber companies have decided to phase-out their African operations. Over the last few years several groups have decided to close their operations in Africa says the IFIA. These include SIFCI (Danzer) and  CIB (Mussi Bianchi Fossati) in Ivory Coast,  Coron (Deval Fleury) and  SEPC (Thanry) in Cameroon and Lutexfo (Talleyra) and  SHM,(Deval-Fleury) in Gabon.  

In addition, in the Congo, Cristal (Blatt), SIDETRA (Eaux de Madagascar) and Socobois (Wonnemann) have withdrawn while SBB (Eaux de Madagascar) has withdrawn from the Republic of Central Africa. 

As pointed out by the IFIA, these large groups provided considerable direct employment and contributed to the economies in these countries.

Peru

Through Supreme Decree No. 003-2005-AG, the government of Peru has declared reforestation an issue of national interest. The same legal provision states that the INRENA and the National Program for Watershed Management and Soil Conservation (PRONAMACH) are responsible for elaborating a National Reforestation plan  

The same decree highlights the necessity to strengthen actions related to the promotion of  sustainable management of forest resources and declared the National Reforestation Plan (Plan Nacional de Reforestaci¨®n, PNR) and its implementation as an issue of national interest.   

The National Reforestation Plan is expected to be a tool to promote the development of afforestation and reforestation activities in order to promote the formation and recovery of forest cover for production and protection purposes.  In addition, the decree requires the creation of programs to combat illegal logging.  

Agencies merge

The government has decided to merge of the Forest Wood Resources Supervisory Organisation (OSINFOR) with the National Institute of Natural Resources (INRENA).  INRENA has been authorized to modify its organization and its functions to accommodate the merger
